Allow individual members, those who are registered as attending the rally (marked as confirmed), to enter into the database what they will be brining to the Potluck Dinner.

[*]On the first and last posts of the Rally's Potluck Dinner thread, there will be a button/link to allow the member to add/edit a description of their potluck dinner contribution.
[*]Only members who are already listed as a confirmed attendee of the rally will have access to the form. All others will receive a message stating that they do not have rights to post to the thread.
[*]Once the authorized member completes the form, the primary post of the Rally's Potluck Dinner thread will be update, added the new item to the list. A new post will be added to the thread that will contain a "stock" statement which the member can edit.
